While chugging a pitcher of water in between bites on his way to finishing nine latkes in the five-minute time limit, however, Gussen was upset by newcomer Marcos Owens of Hillside, who finished with 10.
A $66 million budget proposal for 2012 is less than 1 percent higher than last year's spending plan and includes money for additional tree-trimming staff and more programs for elderly residents, Township Manager William Broughton said. Broughton said the proposed budget, which has yet to be reviewed.
